Licensing & Regulation

Ensuring a safe and regulated gambling environment
through rigorous licensing and compliance standards.

How to Obtain a Gaming License

It is important to highlight a key procedural requirement. Under Law n°58/2011 of 31/12/2011 governing gaming activities in Rwanda, the regulatory authority is mandated to determine the number of licenses to be issued based on national needs. In line with this legal framework, and the 2024 National Gambling Policy, RDB/NLGC has adopted a structured, needs‑based licensing approach.

As a result, gambling license applications are not processed on a rolling or individual basis. Instead, RDB/NLGC issues formal public calls for applications or expressions of interest whenever there is an identified need to grant additional license(s) in a specific gambling category.

A clear, transparent five-step pathway for prospective operators to join the regulated market.

Call for Application

Gambling licences are issued through periodic, needs-based public calls for applications, which are announced through RDB’s official communication channels. Licences are awarded through a competitive selection process, and applications are only accepted during these officially announced application periods. Applications submitted outside these cycles will not be considered.

Application Submission

Submit an application to the Regulatory Authority in the prescribed manner and form.

Fee Payment

Pay the prescribed application fees (which are non-refundable).

Evaluation

The Regulatory Authority considers and evaluates all documents and information.

Due Dilligence

The Regulatory Authority conducts investigations into the applicant’s probity, technical competence, and industry competitiveness. This vetting process includes reviewing the source of funds for the business.

Decision and Notification

The Regulatory Authority shall communicate its decision on the gambling licence application to the applicant in writing within the prescribed timeframe. The applicant will be formally notified of the outcome of the application process.

Compliance Requirements

The Regulatory Authority enforces strict penalties, including fines and license revocations, for non-compliance, unlicensed operations, and advertising violations.

License Categories

We offer five distinct license types tailored to different gaming operations.

Casino (Land-Based)

Covers physical casino operations offering table games (e.g., poker, blackjack, roulette). Equipment must be imported from approved jurisdictions and meet minimum payout standards.

Sports Betting (Online)

Allows operation of web-based platforms for wagering on sporting events. Licensees must ensure data security, match-fixing prevention, and responsible gambling features.

Sports Betting (Land-Based)

Licenses cover physical betting shops. Applicants must present evidence of financial capacity, a business plan, and compliant premises.

Lottery

Reserved for the National Lottery. Licensed private operators may run the lottery under agreements with NLGC. Lottery proceeds fund public programs in sports, culture, education, and health.

Casino (Online)

Licenses granted for virtual casino operations offering table games and slots. Applicants must demonstrate secure software, anti-money-laundering systems, and age verification mechanisms.

The Policy mandates strict penalties, including fines and license revocations, for the following violations.

All ads must be pre-approved. Promotional activities encouraging excessive gambling (like free credits/bonuses) are strictly prohibited.
