Core Values

.

Mandate and Role

The NLGC is the dedicated regulatory organ established to oversee all gambling activities in Rwanda. Its primary responsibilities include regulating and monitoring the gambling industry, licensing operators and permitting premises, acting as the custodian of the National Lottery, and ensuring comprehensive compliance with all regulatory standards. The NLGC seeks to ensure transparency, fairness, and consumer protection.

Relationship with RDB

The National Lottery & Gambling Commission (NLGC) is currently established as the regulatory organ under the Rwanda Development Board (RDB). This structure was created following the transfer of regulatory responsibilities to the RDB in July 2024. The establishment of the NLGC under the RDB is a transitional arrangement intended to build a credible regulatory foundation, with the possibility of evolving into a standalone entity as the sector matures.
